The average direction index (ADX) is used to determine the strength of a trend and often used in trend-following strategies. ADX uses an absolute value approach; namely, it will quantify the strength of a trend irrespective of its direction. A value of 40 could denote the strength of a trend whether an uptrend or downtrend.
